Knowledge Manager

Clearance Required:  TS/SCI clearance w/ CI Polygraph

Location: District of Columbia / Maryland / Virginia

The employee will serve as part of the knowledge Management Team for the Facilities Engineering Division at the Defense Intelligence Agency. The Knowledge Team member will:

  • Coordinate daily with all clients, to include audit preparation personnel, real property officers, branch managers, project managers, and design managers to provide solutions and products focusing on three central goals of the Production Control team: Performance Management, Governance, and Customer Interface. Attend Knowledge Management team meetings and provide expert support and recommendations from multiple stakeholder perspectives

  • Oversee and improve the services and systems that FAC-1 as a whole uses to interface with their customers. Monitor and maintain customer interface facets that will provide transparency and accountability. Review and tailor processes to ensure they align to an effective asset management framework.

  • Develop practical and intelligent tools and programs (via databases and shared environments) to provide leadership, decision makers, and customers information in real time. Provide guidance on strategic direction to ensure operational effectiveness, proficiency, and alignment to internal controls. Provide data, metrics, and input on respective project performance across the division.

  • Support financial processes and policies at branch/divisional levels via efficient, customer focused, and audit compliant methods. Drive audit compliance across division, through the project cradle-to grave spectrum, from minor expensed projects to capitalized full renovations. 

  • Train and rotate regularly with other knowledge management team members to achieve a full understanding of project management, standard operating procedures, and program processes across the division. Periodically attend project site visits to project locations working hand in hand with project managers to learn and improve project processes. Prioritize interchangeability with knowledge managers to provide the customer with various state-of-the-art knowledge management services, intelligent products, and forward thinking methods.


Project Manager

Clearance Required:  TS/SCI clearance w/ CI Polygraph

Location: District of Columbia / Maryland / Virginia

Overview:

Project managers with specific skills as indicated below and at least five years of experience managing complex projects and shall include experience with US Embassies as a liaison to conduct CORE-Space renovations for tenant agencies. Project managers will have a TS/SCI clearance. Overall responsibility for advising and coordinating with DO/DAS HQ Senior Leadership and DAO/management officials at U.S. Embassy facilities on a full range project related issues. Coordinates and integrates daily the efforts of information technology (CIO), security (SEC), Army Corps (USACE) program/contract/ construction elements, works directly with design, and construction companies on selected renovations and or New Embassy Compound projects with Dept. of State-Overseas Building Office to identify specific DO requirements and to plan schedules for actions needed to meet those requirements. Leverages relationships with industry and other Agency partners to effectively meet joint customer and project requirements. Daily assesses project needs, determines attributes reviews design architectural construction drawings, Review coordinate with OBO area managers on OBO future construction projects to ensure overlap of DIA projects, hold regular 60 percent and 100 percent design reviews with government and design representatives, coordinates security/design comments within the Department of  State- Overseas Building Office (OBO) and Diplomatic Security during the building permit process, and identifies detrimental shortfalls to enable informed recommendations to Government personnel for future planning strategies. 

Responsibilities:

Performs daily administrative tasking related to the accountability of Defense Attaché Office renovations by tracking multiple drawing sets, mailing/delivery of drawings to multiple companies; i.e. USACE and Dept. of State, responsible for filing past and current tracking documents related to renovations and New Embassy projects where DAOs are included in the design. Responsible for Archibus inputs and audit tracking of the facility program. Creates official DIA/DO release cable messages/memos for each DAO Embassies renovation. Tracks Embassies approval cables, and messages related to all DAO renovation projects. Maintain OBO ProjNet accounts. Coordinates and tracks all training/country clearances/and visa/security clearance requests for all personnel to include USACE and contractor travel. Project managers shall be proficient in developing project management plans, leading multi-discipline teams of architects and engineers from a variety of organizations, developing project schedules, and monitoring/reporting project status. The individuals shall be responsible for assigned projects from project inception through physical and financial closeout. The project manager shall be highly skilled in customer service. 

Qualifications:

Project Managers shall be highly competent in reading and understanding construction drawings and specifications and knowledgeable in standard construction industry practices. They should have experience in providing comments on drawings using systems such as Dr. Checks, ProjNet, or similar systems. They must have experience with the ICD-705standards as well as Overseas Policy Board Standards from the Department of State. The Project Managers shall be proficient in Microsoft Office (Word, Excel, PowerPoint, Access, and Outlook) and Microsoft Project. Project managers with PMPs are desirable. Project Managers should be familiar with renovation of existing spaces, secure shipping requirements, and typical US Embassy operations. Minimum Qualifications: Bachelor’s degree and 10 years experience.


Facilities Project Manager

Clearance Required:  TS/SCI clearance w/ CI Polygraph

Location: District of Columbia / Maryland / Virginia

Responsibilities:

  • Review designs submitted for changes to Government facilities

  • Manage project designs and/or construction efforts

  • Manage and evaluate contractor performance

  • Integrate and coordinate projects with field personnel

  • Conduct construction inspections to ensure conformance with design specifications and building codes

  • Provide official weekly project status reports

  • Prepare and distribute project communication with customers, management, integrated project teams and stakeholders

  • Assist the Contracting Officer and COTR with acquisition planning, execution, and administration

  • Collect requirements, prepare scopes of work, conduct market research, and develop sole source justification if appropriate

  • Conduct technical review and evaluate project solicitations, proposals, quotes, and proposed change requests

  • Review and approve shop drawings and submittals

  • Conduct pre-bid and pre-construction site visits

  • Assist in the preparation of Contractor Performance Report (CPR) upon contract closeout

  • Conduct/Approve punch-list items prior to property turnover

  • Maintain, track, and update Contract Change Requests (CCRs)

  • Host Utility Assistance Request (UAR) meetings between stakeholders and the general contractors to accommodate building outages

  • Create, distribute, and maintain all transmittal documents

  • Perform daily inspections of the facility to locate and report deficiencies

  • Develop facilities equipment life-cycle replacement plans and process warranty claims


Production Controller

Clearance Required:  TS/SCI clearance w/ CI Polygraph

Years Experience: BS + 6 years

Location: District of Columbia / Maryland / Virginia

Duties include monitoring and reporting status, financial management activities such as budget planning, formulation and execution. Responsible for the processing of funding allocations and funds control management. Responsible for analyzing data to keep abreast of program compliance and performance operations. Serving as a member of a team to assist in developing appropriate solutions to complex issues and problems identified. Provide technical advice in analyzing ongoing and future program funding needs, and guidance on financial issues. Resource manager must be proficient in government program and budget formation and execution. The Resource manager(s) shall be proficient in Microsoft Office (Word, Excel, PowerPoint, Access, and Outlook) and Microsoft Project. Assist the Government in developing SOWs, cost estimates, facility technical proposals, move-add- change requirements, Gantt Charts, or project schedules for various facility projects.

The qualified individual is to serve as a Production Controller and must be highly organized, self-motivated, and able to perform tasks with minimum supervision, highly competent in using various computer software programs, and have excellent communication skills.
